In the 50's, one of my English professors was ancient and very proper concerning regulations. He made a brief announcement the first day of class. Something to the effect that if we wanted to read a book on the Index, we could get permission. Then he went on to say that because we were university students, there was a blanket permission for any book and I got the impression we didn't have to ask. Considering how old this professor was, I would say that the university exemption went back quite a ways.
